The UDP port needed for playing PES online is being blocked by either the router or the Internet Service Provider.
Ideally enabling UPNP should solve the issue, if this does not work then continue with the following instructions.
Visit www.portforward.com and follow the instructions for your router.
ISP - contact your ISP and ask them to have this port unblocked.
If you use a BT Home Hub, the best guide on how to set up port forwarding can be found at http://www.frequencycast.co.uk/homehub.html
