This error occurs when your PS3 cannot communicate with the DNS server of your ISP. Usually this is a temporary problem and will work after a couple of tries.
If you continue to get this error, try resetting your router/modem. If the problem persists, contact your ISP to report the fault.
Some ISPs are less than helpful as resolving such issues. A way to use an alternative DNS server is described in the following thread on the playstation forums.
